The expert has over 15 years of professional experience as IT&C specialist in: Natural disasters alarming systems design and programming, SCADA systems on radio support; Data acquisition systems on radio/GSM support in water and gas field; Dispatch database applications (design and programming, applications interfacing, dispatch operations and optimization of dataflow etc.); GIS integration with nation wide distributed data bases; IT&C Systems architecture; Water & Environmental Information Systems. The expert was involved in the WATMAN Pilot Project in Arges Basin having as main responsability the integration of the Romanian National Water Information Technology System. The expert has extensive experience as consultant and trainer in EU External Aid Programmes, Phare procedures, PCM, Human Resources Management. The expert prepared the Human Resources Procedures Manual for the Ministry of European Integration and the 8 RDAs (EDIS stage II) and produced Guidelines for Applicants in HRD and ALMMs grant schemes financed under Phare 2000, 2002 and 2003 in Romania and under CARDS for FYR of Macedonia and for the Republic of Serbia. Acting as Deputy Team Leader on Phare programmes, the expert has wide experience in project management and coordination of large numbers of EU and Romanian experts activity.
