The expert has acquired a long experience especially as related to Phare and SAPARD management procedures by working at the Central Financing and Contracting Unit, where was in charge with organization of tenders, awarding of contracts, monitoring the implementation of the contracts, verifying the supporting documents and invoices, requesting for payment authorization etc. The expert has also experience in organizing and delivering training sessions and workshops for local and central authorities. The expert had very good knowledge and understanding of Romania’s situation in the context of EU accession, including knowledge of the aquis communautaire and of the agricultural and rural development sector. The experts working experience also includes elaboration of project proposal, keeping day to day liaison with contracting authorities and beneficiaries, preparing reports, developing case studies for training sessions, performing specialized workshops.

The expert has a large experience in international funded programs for economic and social development, public and private sector etc. The expert has extensive experience in Phare procedures, indicators of achievement for the projects, Terms of Reference etc., being an excellent training and development consultant. The expert has wide expertise in delivering human resources development projects, in regional development, job creation and SME’s support programs, as well as experience in conducting training needs assessment, including for public authorities staff, experience in preparing staff development plans and in designing system of performance evaluation of personnel.

The expert is fully familiar with all aspects of grant fund management, including World Bank, DIFID, UNDP and Phare grant fund procedures, with over 8 years experience in project evaluation and selection, project monitoring and financial control, database development and management, work programs and reporting procedures. The expert has over 9 years of practical experience on training both for private sector companies and state organizations and for the public administration, as well as a strong knowledge of the operation of the Public Administration system in Romania. The expert has wide experience in Human Resources Development, especially on continuous adult training programs, including training needs assessments.

The expert is an environmental legal expert with professional experience in all aspects of project management and technical assistance for environmental law projects. The expert was heavily involved with the drafting of environmental regulations, as well as law-related issues occurring in many international projects and programmes, having experience in implementation and enforcement of EU environmental aqcuis, including EIA (Environmental Impact Assessment) Directive, EIA in a transboundary context - Espoo Convention, Aarhus Convention on free access to environmental information and SEA (Strategic Environmental Assessment) Directive on public participation. The expert has also experience in improving awareness and understanding of the European Union’s requirements for public participation in regard to EIA and a very good knowledge of EU pre-accession funds, programmes and procedures. The expert’s expertise covers public awareness campaigns, using modern communication tools such as the Internet, along with many types of publications, leaflets, booklets, training, seminars and conferences. The expert participated in development of legal gaps analysis related to the EIA and SEA Directives and in elaboration of the Romanian legislation.
